Should rental houses have double glazing? The new Flemish glass standard

The new glass standard was supposed to be definitively implemented from 01.01.2020. Specifically, the standard entails the following: if a window with single glazing is present in a house, this will result in 3 penalty points. If there are multiple window surfaces with single glazing in the same house, this can increase to about 9 penalty points! Starting from 2023, they will take it a step further and increase the penalty points to 9 and 15 respectively. Considering that a house is considered 'unfit' from 15 penalty points, this is an extremely far-reaching regulation. When assigning penalty points, only glass in the building envelope of the living areas (e.g. living room, kitchen, etc.) will be taken into account, not windows in the garage or windows in interior doors.
